TITLE
RESOLUTION ESTABLISHING SISTER CITY AFFILIATION BETWEEN DADE COUNTY AND MONAGAS, VENEZUELA

BODY
WHEREAS, representatives of Metropolitan Dade County and the State of Monagas, Venezuela have met and expressed a desire to establish a Sister City affiliation between the two governments and their people; and
WHEREAS, both Dade County and Monagas are regional hubs for international trade and possess international airports and seaports and therefore meet the guidelines established in resolution No. R-416-95; and
WHEREAS, Dr. Guillermo A. Call, Chairman of the Sister Cities Program in Monagas, and the honorable Pedro L. Gonzalez, Attorney of Monagas, certify that the State of Monagas, Venezuela agreed to the establishment of an official Sister Cities affiliation with Metro-Dade County on April 10, 1996; and
WHEREAS, both Dade County and Monagas shall agree to cooperate in order to expand trade, commerce, educational opportunities and cultural ties with other cities within our two communities; and
WHEREAS, this Board wishes to establish an official Sister City affiliation between Dade County and the State of Monagas, Venezuela,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DADE COUNTY, FLORIDA, that:
Section 1. This Board, on behalf of the citizens of Metropolitan Dade County, Florida, hereby establishes a Sister City affiliation with the government and citizens of the State of Monagas, Venezuela.
Section 2. A committee of private citizens shall be appointed and governed by the Metro-Dade Sister Cities Program to carry out the objectives of fostering enhanced economic and social relations between the two governments and their people.
..Effective Date
The Chairperson thereupon declared the resolution duly passed and adopted this 19th day of November, 1996. This resolution shall become effective ten (10) days after the date of its adoption unless vetoed by the Mayor, and if vetoed, shall become effective only upon an override by this Board.
