REPORT: The foregoing proposed resolution was read into the record by Assistant County Attorney Daron Fitch. Captain Bill D. Press, Miami-Dade Police Department, appeared before the Committee and noted the intent of this resolution, which would allow the MDPD to record air conditioning unit serial numbers to track criminals. He noted thefts occurred by members within the industry. There being no other questions or comments, the Committee by a majority vote, forwarded the foregoing proposed resolution to the Board of County Commissioner with a favorable recommendation.

TITLE
RESOLUTION DIRECTING THE COUNTY MANAGER TO COLLECT AIR CONDITIONING UNIT SERIAL NUMBERS WHEN CONDUCTING FINAL INSPECTIONS AT SINGLE-FAMILY AND FEE SIMPLE TOWNHOMES IN UNINCORPORATED MIAMI-DADE COUNTY

BODY
WHEREAS, theft of residential air conditioning units has been rising in Miami-Dade County due to the rising number of new housing developments; and
WHEREAS, efforts to have construction companies voluntarily make changes to help prevent the theft of air conditioners have been unsuccessful and costly; and
WHEREAS, the Miami-Dade Police Department has recognized that there is a large number of �inside jobs� whereby installers are removing components following installation for re-sale at other job locations; and
WHEREAS, currently, there is no documentation of serial numbers of air conditioning units being installed in Miami-Dade County; and
WHEREAS, documentation of a unit�s serial number will allow the Miami-Dade Police Department to track a unit�s whereabouts after theft and possibly identify the perpetrators,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the County Manager to collect air conditioning unit serial numbers when conducting final inspections at single-family and fee simple townhomes in unincorporated Miami-Dade County and to keep said records in accordance with the public records laws contained in Chapter 119 of the Florida Statutes.
