REPORT:	Assistant County Attorney Cynthia Johnson-Stacks read the foregoing proposed resolution. Commissioner Sorenson asked Senior Advisor Cynthia Curry to provide the fiscal impact prior to the County Commission’s consideration of the foregoing proposed resolution. Ms. Curry stated the fiscal impact would be included in the item for the County Commission’s consideration. Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution as presented.

TITLE
RESOLUTION ESTABLISHING A SISTER CITY AFFILIATION BETWEEN MIAMI-DADE COUNTY AND THE CITY OF CAPE TOWN, REPUBLIC OF SOUTH AFRICA

BODY
WHEREAS, representatives of the Jay Malina International Trade Consortium (ITC) of Miami-Dade County, Florida and representatives of the Government of the City of Cape Town, Republic of South Africa have met and expressed a desire to establish a Sister City affiliation between the two governments and their people; and
WHEREAS, the Mayor of the City of Cape Town, Helen Zille, and Miami-Dade County Commissioner, Natacha Seijas signed a Declaration of Intent on April 23, 2007, and have expressed a desire to broaden existing contacts, explore new cooperation possibilities and develop and encourage joint projects; and
WHEREAS, both communities are similar in population, base their economy on trade and tourism, and meet the guidelines established by Miami-Dade County and Sister Cities International; and
WHEREAS, the Port of Miami and the Port of Cape Town have signed a Sister Port agreement, and have committed to develop strategies to increase cruise and cargo trade at both ports; and
WHEREAS, both Miami Dade County and the City of Cape Town, Republic of South Africa want to cooperate to further commerce, tourism, and educational opportunities; and
WHEREAS, the Sister Cities Coordinating Council has recommended this affiliation after a thorough evaluation; and
WHEREAS, this Board wishes to establish an official Sister City affiliation between Miami-Dade County and the City of Cape Town, Republic of South Africa,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. This Board, on behalf of the citizens of Miami-Dade County, Florida wishes to establish a Sister City affiliation with the government and the people of the City of Cape Town, Republic of South Africa.
Section 2. A private citizen, upon the execution of an agreement between the Mayor of Miami-Dade County and the Mayor of the City of Cape Town, shall be appointed by the Mayor to assist the Sister Cities Coordinating Council in coordinating projects to increase and promote trade, culture, tourism, and educational opportunities between these two communities.
