TITLE RESOLUTION URGING PRESIDENT OBAMA�S ADMINISTRATION TO WAIVE FEES ASSOCIATED WITH FILING FOR TEMPORARY PROTECTED STATUS BY HAITIAN NATIONALS SEEKING REFUGE IN THE U.S. FOLLOWING THE RECENT EARTHQUAKE BODY WHEREAS, on January 15, 2010, the U.S. Department of Homeland Security (DHS) announced that it would provide Temporary Protected Status (TPS) for Haitian nationals who were in the U.S. as of January 12, 2010, the date of the devastating earthquake in Haiti; and WHEREAS, the TPS designation allows eligible Haitian nationals to continue living and working in the U.S. for the next 18 months; and WHEREAS, the TPS designation will provide a temporary refuge for Haitian nationals who are currently in the U.S., whose personal safety could be endangered by returning to Haiti and who can play an important role in providing assistance to Haiti by working here and sending support to their families in Haiti; and WHEREAS, since DHS announced TPS for Haitian nationals, thousands of Haitian nationals have applied for TPS, and DHS anticipates more than 200,000 Haitian nationals eventually will apply for TPS; and WHEREAS, to register for TPS and work in the U.S., Haitian nationals must file an application for TPS and an application for employment authorization; and WHEREAS, there are fees associated with such applications that are as high as $470 per person; and WHEREAS, if a person is unable to pay the fees associated with applying for TPS, DHS provides a mechanism to waive the fees; and WHEREAS, the U.S. can further assist the rebuilding of Haiti by waiving the fees associated with filing for TPS for all Haitian nationals, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Urges President Obama�s administration to waive the fees associated with filing for Temporary Protected Status by Haitian nationals seeking refuge in the U.S. following the recent earthquake. Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the members of the Florida Congressional Delegation and the Secretary of the U.S. Department of Homeland Security. Section 3. Directs the County's federal lobbyists to advocate for the action set forth in Section 1 above, and authorizes and directs the Office of Intergovernmental Affairs to include this item in the 2010 Federal Legislative Package. |
