REPORT:	Assistant County Attorney Abbie Schwaderer-Raurell read the title of the foregoing proposed resolution into the record. Commissioner Levine Cava thanked the Department of Water and Sewer for being the pioneers and embracing the standards for the project. She noted that many were familiarized with the County Green Building Ordinance that required the County to construct the buildings lead silver standard. Commissioner Levine Cava said that much of the County would be constructing in the next decade, which did not only include buildings, but also other important infrastructure; such as pipes, pump stations, train stations, bridges, and roads. She noted until recently there were no sustainable standard for different sorts of civil work projects; however, the American Public Works Association (APWA), American Society of Civil Engineers, and American Council of Engineering Companies developed and established the institute for sustainable infrastructure; which created the standards envisioned. Commissioner Levine Cava noted that she learned about the standard from the Department of Water and Sewer, who eagerly embraced it; and would put the County towards the path to utilize the standard. Commissioner Levine Cava thanked the Committee members and hope they would be in full support of the foregoing resolution. Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution.

TITLE
RESOLUTION ADOPTING THE INSTITUTE FOR SUSTAINABLE INFRASTRUCTURE �ENVISION� SUSTAINABLE INFRASTRUCTURE RATING SYSTEM FOR MIAMI-DADE COUNTY INFRASTRUCTURE PROJECTS; DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO INCORPORATE ENVISION INTO THE PLANNING, DESIGN, CONSTRUCTION, AND OPERATION OF COUNTY-FUNDED INFRASTRUCTURE PROJECTS, WHERE PRACTICABLE AND FEASIBLE

WHEREAS, American Public Works Association (APWA), the American Society of Civil Engineers (ASCE), and the American Council of Engineering Companies (ACEC) established the Institute for Sustainable Infrastructure (ISI); and
WHEREAS, ISI collaborated with the Zofnass Program for Sustainable Infrastructure at the Harvard University Graduate School of Design to develop �Envision�; and
WHEREAS, �Envision� is a rating system that provides sustainability metrics for infrastructure such as roads, bridges, pipelines, railways, airports, levees, landfills, water treatment systems, and other civil infrastructure; and
WHEREAS, �Envision� is similar in concept to the Leadership in Energy and Environmental Design (LEED) Green Building Rating System, which is a nationally recognized rating system which sets standards for implementing green building practices in design and construction; and
WHEREAS, pursuant to Section 9-75 of the Code of Miami-Dade County, also known as the Sustainable Buildings ordinance, alternative standards may be applied to capital construction projects; and
WHEREAS, Implementing Order 8-8, Miami-Dade County uses LEED certification with respect to certain County buildings; and
WHEREAS, while LEED covers buildings and facilities, �Envision� covers other types of infrastructure and does not generally cover buildings or facilities; and
WHEREAS, the �Envision� rating system may offer guidance for sustainable infrastructure design, and its framework may help identify ways in which sustainable approaches can be incorporated into an infrastructure project, including in the planning, design, construction, or operation of the project; and
WHEREAS, the use of the �Envision� rating system may lead to infrastructure investments with longer-term viability, lower costs, and fewer negative impacts on the community; and
WHEREAS, the County is embarking on an historically significant capital construction campaign for civil infrastructure, including the overhaul of our water and wastewater treatment, transmission, collection and disposal systems and a major expansion of our mass transit system through the adopted SMART Plan; and
WHEREAS, the �Envision� rating system has been used by numerous governmental entities such as the Florida Department of Transportation; Los Angeles County, California; Kansas City, Missouri; San Diego, California; and Houston, Texas, and has begun to be employed by the Miami-Dade Water & Sewer Department; and
WHEREAS, the �Envision� rating system should be employed by Miami-Dade County to meet our sustainability goals,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby adopts the Envision rating system for County-funded civil infrastructure projects and directs the County Mayor or County Mayor�s designee to incorporate the Institute for Sustainable Infrastructure �Envision� sustainable infrastructure rating system into the planning, design, construction, and operation of County-funded civil infrastructure projects, where practicable and feasible. This Board further directs the County Mayor or County Mayor�s designee to develop a plan to (1) train the County staff who are responsible for civil infrastructure projects in becoming Envision Sustainability Professional (ENV SP) credentialed and (2) provide incentives for County contractors on civil infrastructure projects to become Envision rating credentialed. The County Mayor or County Mayor�s designee shall prepare a report on the implementation strategy for this resolution, shall provide this report to the Board within 90 days of the effective date of this resolution, and shall place the completed report on an agenda of the Board pursuant to Ordinance No. 14-65.
