Paint and Hurricane Shutter Program
The Paint and Shuttering Program provides assistance to homeowners of single-family detached homes located in Miami-Dade County with having the exterior of their home painting and/or accordion hurricane shutters installed.
If approved, Miami-Dade County will place a lien on the home. The lien will be for five years if the applicant is receiving only one service (painting or shuttering) and 10 years if the applicant is receiving both services (painting and shuttering). The lien depreciates at 20 percent if the forgivable loan is attained for five years, and 10 percent if the forgivable loan is attained for 10 years.
Eligibility
Participation in the program is subject to the availability of funds, and is subject to change without notice. Loans will be provided based on a first come, first served basis.
To be eligible for this program individuals must own and occupy a single family home and have a low to moderate total household income. Customers must provide supporting documentation for proof of income, proof of home ownership, social security card and/or photo identification for each member of the household.
- Be the owner / occupant of the home.
- The home is a single family home (apartments, duplexes, studios and mobile homes not eligible).
- The owner cannot own additional investment properties.
- Meet the maximum income requirements listed in the table below.
- No reverse mortgage or tax deferments are allowed.
- Assessed value of property must not exceed $205,000.
- Property must have Homestead Exemption.
- Property must be free of any foreclosure action.

Applications may be submitted in person or by mail, Monday to Friday from 8 a.m. to 5 p.m. Due to limited funding, there are varying waiting periods for this program.
Residential Shuttering Program
The Residential Shuttering Program can help qualified elderly and disabled individuals living in Miami-Dade County with the installation of their hurricane shutters. The service is offered during Hurricane Season (June 1-Nov. 30). The program only provides assistance with the installation of existing shutters received from Miami-Dade County.
Prior to hurricane season, you will receive a phone call to find out if you will require assistance. A crew will visit your home to conduct an inspection.
The panels are made of lightweight aluminum, range in lengths from three to nine feet attached to the home. Crews may need to climb your roof to install the hurricane shutters.
When a storm is approaching, a crew of two employees will install the hurricane shutters after an evacuation order is issued in your living area. They will not be removed until it is safe and instructions are given by Miami-Dade County emergency management officials and department.
