The Department of Regulatory and Economic Resources (RER) Lien Section is responsible for the recovery of civil penalties and costs incurred due to the enforcement of the Miami-Dade County Code.
The goal of the section is to encourage properties with violations to achieve compliance.
The RER Lien Section provides enforcement research services of real property within unincorporated Miami-Dade County that is limited to the following information:
- Unsafe Structures violations
- Work Without Permit violations
- Expired Permit violations
- Minimum Housing violations
- Neighborhood violations
- Liens recorded for above violations
- Environmental Resources Management enforcement violations
Fee: $300 per property
Process time: 10-20 business days. Additional time may be required depending on the complexity of the research.

The RER Lien Section provides Lien Pay-off services of real property within unincorporated Miami-Dade County for liens placed on Code Enforcement Violations. Please click on the link below for information to complete and submit a Lien Pay-off request via email to [email protected]. After receiving your request, a process number will be provided to you along with an online payment link.
Fee: Non-refundable fee of $75, per folio, for the pay-off letter must be paid up front.
Process time: Allow up to three business days, after payment is received, to process the letter.
The payment in the form of a check or money order should be made payable to Miami-Dade County.

Section 8CC-7(b) of the Miami-Dade County Code provides that “A certified copy of an order imposing a civil penalty or an electronic copy of such order may be recorded in the public records and thereafter shall constitute a lien against the land on which the violation exists or upon any other real or personal property owned by the violator.”
Thus, there are occasions when RER records a code enforcement lien against the property on which the violation exists and upon other real or personal property owned by the same violator. A Special Release of Lien service is offered, therefore, to the owner of multiple properties that seeks a release of RER’s liens from their properties that have no open code violations where those properties were liened as a result of a violation on the owner’s other property or properties and where that violation remains uncorrected. The Special Release of Lien clears the property without violation(s) from the impact of the liens.

Fees for this document are as follows:
- $75 lien release processing fee for each lien included in the Special Release document to be recorded
- $300 enforcement violation research for each folio (minimum two folios)
Process time: 10-20 business days. Additional time may be required depending on the complexity of the research.
The fee for a Special Release may be paid upfront by check or money order made payable to Miami-Dade County once your request has been reviewed.

A Partial Release of Lien service allows the individual unit owner of a condominium unit or unit in a homeowner’s association to obtain a release of lien for their individual unit for a lien recorded by RER against the Association common elements for code violations committed by the Association.
The Partial Release of Lien can be obtained in exchange for pro rata payment of a percentage of the lien (commensurate with the unit’s percentage of membership in the Association) plus payment of administrative fees for preparation and recording of the Partial Release of Lien, and research fees, if any.
In order to apply for the Partial Release, the applicant must present a copy of the recorded resolution document stating the unit's percentage of responsibility.
Download and complete the Partial Release form, and submit it via email to [email protected]. After receiving your request, a process number will be provided to you along with an online payment link.
Fees for this document are as follows:
- $75 lien release processing fee per lien*
- $300 enforcement violation research for each folio (minimum two folios), plus
- The pro-rata amount of the unit's responsibility in the Homeowners Association lien(s)
*Lien release processing fee is capped at $500 for unit owners obtaining partial releases of lien recorded against the association for common area violations.

The service fee for a Partial Release may be paid up front by check or money order made payable to Miami-Dade County once your request has been reviewed and the service fee has been provided to you via email.

A Foreclosure Release relates to a lien or liens recorded against property that may have been foreclosed.
