Development Impact Committee

The Developmental Impact Committee (DIC) consists of representatives from different County departments that review and make recommendations regarding many large-scale zoning actions.

Additionally, pursuant to Section 33-303.1(D)(11) of the Miami-Dade County Code, the Development Impact Committee Executive Council serves as the Land Development Regulation Commission, as provided for in Section 163.3164, Florida Statutes. The Committee also develops, recommends and reviews land development regulations, or amendments thereto, and make recommendations to the Board of County Commissioners as to the consistency of the proposal with the Comprehensive Development Master Plan.

Types of Applications

  • Zoning applications that exceed 250 residential units; business uses in excess of 10 acres or 100,000 square feet of retail area; office buildings in excess of 125,000 square feet of office space; industrial uses located on properties in excess of 50 acres; and more.
  • Public schools
  • Airport zones
  • Extensions of buildout date for Development Agreement Appeal of impact fees
  • Vested rights
  • Landscape adjustments
  • Ordinances in land development for CDMP consistency: Florida Statutes Chapter 163.3164(25) “land development regulation commission” definition: “Land development regulation commission” means a commission designated by a local government to develop and recommend, to the local governing body, land development regulations which implement the adopted comprehensive plan and to review land development regulations, or amendments thereto, for consistency with the adopted plan and report to the governing body regarding its findings. The responsibilities of the land development regulation commission may be performed by the local planning agency.
