What is the Consolidated Plan?

The Consolidated Plan is a federally required plan for Entitlement Communities who receive annual federal grants on a formula basis from the U.S. Department of Housing and Urban Development (HUD). These funds are directed to address community needs by supporting low- and moderate-income residents through various initiatives. The Consolidated Plan is comprised of a market analysis, needs assessment, citizen participation plan, and strategy to identify and address priority needs for the next five years.

To effectively allocate these limited federal resources, Miami-Dade County seeks input from residents and stakeholders to identify investment priorities for the 2025-2029 Consolidated Plan and the 2025 Annual Action Plan. Learn more and read the schedule of upcoming meetings.

Benefits to You

These federal grants translate into tangible community benefits, such as youth programming, meal services for the elderly, neighborhood improvements, and support for small businesses and people experiencing homelessness.

Limitations

While the Consolidated Plan seeks to address many community needs, it cannot solve all immediate challenges due to funding constraints.

How to Contribute

  1. Complete the Public Survey: The survey and comment period is open from Wednesday, August 14, 2024, until Friday, December 6th.
  2. Attend Public Meetings: PHCD will hold two rounds of regional meetings in an effort to provide information to the public and solicit feedback about community needs to help inform the strategies outlined in the Consolidated Plan.
  3. Review the Draft Plans: The draft Consolidated Plan and Annual Action Plan are required to have a 30-day public comment period and drafts will be available for public review online and will be made available by request.
  4. Attend the Public Hearing: The Consolidated Plan and Annual Action Plan will be presented to the Board of County Commissioners for approval. Residents are encouraged to participate.
