Always looking for new ways to optimize efficiency

Jolvin Cuadrado, Administrative Officer I
Currently serving as an Administrative Officer I with the Aviation Department, Jolvin Cuadrado has worked at Miami-Dade County for over 14 years. Having worked with both the Finance Department and Human Services, Mr. Cuadrado has a comprehensive understanding of records storage and efficiency. Further, he understands just how important good records storage is to the internal audit process.

“I enjoy coming to work in the morning and meeting new challenges daily,” he says. “At the Aviation Department, what I do matters. Our unit contributes to creating jobs at the airport. Although my role is behind the scenes, we help to keep things running smoothly.”

Jolvin's area supports the aviation planning, land-use and grants unit with gathering information for reimbursements. Their unit works to obtain funding from the FAA, FDOT, TSA, and other government agencies.

“Challenges make my job more fun,” he says. “I enjoy solving problems and making everyone’s job easier when I can do that. It's important to always be learning new things and to keep looking for opportunities to improve efficiency around the worksite.”

Most recently, Jolvin took on an assignment that seemed daunting. It involved bringing records up to date, creating a way to keep them current and, if possible, make them easier to access. The idea that flourished as he was fixing the library was that it is possible to create our own barcode for our inventory for free.

“My resume has had a free generated QR Code which connects straight to my LinkedIn account,” Jolvin said. “So, I decided to do the same to the documents that had to be organized in our Grants Library. Once I saw that the QR Barcodes worked, I secured my supervisor’s endorsement. Now our team can track and update inventory easily by scanning a QR barcode. The new library is a success and thanks to my own County experiences, I was able to improve an important system and make it easier to use for everyone. Our whole group is thriving,” Jolvin said. 

“Mr. Cuadrado exercised great decision making and judgment skills. He took the task head-on and re-organized the document library which had been in disarray for years after having been relocated,” said José Ramos, Division Director of Aviation Planning, Land-Use and Grants.

 “I am very proud to have Jolvin on the Aviation Planning Division Team,” he added.

We work with departments to identify and assist with workforce issues including a renewed emphasis on performance management and standardized discipline policies, employee development and knowledge transfer, ongoing evaluation of workplace rules, and implementation of workforce metrics to measure and analyze overtime utilization, absenteeism, appeals, payroll issues, and employee development needs.

We coordinate negotiation of collective bargaining agreements and develop viable and sustainable healthcare options. Employee programs include training, wellness and diversity.

We provide residents and employees with a means to have discrimination cases heard and resolved through investigation, mediation, and appeals.
