Eugene Spence, Jr.


Eugene Spence, Jr. is changing the world with his work approach at the Department of Transportation and Public Works' Rail Track and Guideway Division, volunteer work and commitment to family. He dedicates his time to building a thriving future.

Since starting with the County more than 30 years ago, Spence has demonstrated an ability to learn and grow with new assignments. Today, he supervises a crew of eight working to keep our rail system running safely and efficiently.

"It is a highly specialized job that we perform overnight," Spence explained. "It can sometimes be dangerous, too. It is a humbling feeling to see the team flourish and work together so proficiently. I feel a responsibility to get them back home when they come to work."

"Our job is behind the scenes, and most people are completely unaware of the careful inspections and maintenance work required. We are proud of our role," he added.

Spence has the same approach to his volunteer work that started at Northwest Boys & Girls Club more than 17 years ago. He and his wife took in a relative who was in foster care, and the young man attended and graduated from Miramar High School. That eventually led to coaching football at the school, where he also mentors and guides our youth.

"I grew up in the Central Boys & Girls Club," Spence said. "The men who volunteered there helped shape me. Being able to pay that forward has been so incredibly rewarding. After so many years, I have been able to see the players I coach graduate, complete college and bring their kids back to meet me."

"Finding the potential in our youth is something that builds community," he said. "I enjoy sharing the importance of working hard and embracing family. We have to provide our youth with a healthy environment," Spence explained. "I also admit, I would not mind winning the championship from Homestead next year either."

Married for 44 years to his high school sweetheart, Brendolyn, Spence is proud of his family and makes sure they are always balanced and at the center of his life. He makes time for fun activities even with three children and six grandchildren. He is a comedy club fan and enjoys traveling, especially cruising to the Bahamas where he and his wife have family and friends.

"Thanks to my family, I am able to stay on track and make time for others through my volunteer work and for my team at the Rail Track and Guideway Division. I am so glad to be able to give back," Spence concluded.

About Us

We work with departments to identify and assist with workforce issues including a renewed emphasis on performance management and standardized discipline policies, employee development and knowledge transfer, ongoing evaluation of workplace rules, and implementation of workforce metrics to measure and analyze overtime utilization, absenteeism, appeals, payroll issues, and employee development needs.

We coordinate negotiation of collective bargaining agreements and develop viable and sustainable healthcare options. Employee programs include training, wellness and diversity.

We provide residents and employees with a means to have discrimination cases heard and resolved through investigation, mediation, and appeals.
