Creating stronger connections through Geospatial Information Systems
For Carlos Rodriguez, Software Developer with the Geospatial Information System (GIS) team at Miami-Dade County’s Information Technology Department, helping others isn’t just a job, it’s his passion. With over 12 years of service, Rodriguez has built a career around connecting people with the data that shapes our community.
Rodriguez has recently been nominated for the “No Wrong Door Customer Service Award” in recognition of his outstanding commitment to going above and beyond, providing exceptional service to residents, businesses, visitors and their colleagues. The award celebrates those who exemplify dedication to customer satisfaction, effective communication and problem-solving, coupled with empathy and understanding, embodying Miami-Dade County’s commitment to service excellence.
Through his work, Rodriguez continues to elevate the standard of service we strive for across Miami-Dade County, creating lasting positive experiences for everyone he serves.

"In my role with the GIS team, every map we build and each data point we manage is ultimately about making a difference for our residents and supporting the County departments that serve them. It’s incredibly rewarding to know that the work I’m passionate about can have a real, positive impact on people’s lives and safety across Miami-Dade. To me, this award is a recognition of how powerful data can be in creating stronger connections within our community, and I’m proud to be part of that mission.”
Every day, Rodriguez and his team manage and map spatially referenced data, using coordinates to represent locations and reveal valuable insights for various County departments.
“We manage and map spatially referenced data, so any data with an x and y coordinates, we can map," he said. "We maintain a repository of all the layers that the County produce, whether it’s police, fire or emergency management."
From aiding first responders in emergencies to providing critical data that supports public safety and urban planning, Rodriguez’s behind the scenes work is essential to the well-being of residents. His dedication ensures that complex information is transformed into accessible maps and tools, empowering County departments to make faster, more informed decisions and serve the community with precision.

During his free time, Rodriguez enjoys spending time with his wife and children, watching sports (namely football) and traveling as often as he can.
Rodriguez’s story reminds us of the power of technology in public service. Through his commitment, he is helping create a safer, more connected Miami-Dade County, where residents are supported by the hard work happening behind the scenes.

About Us
We work with departments to identify and assist with workforce issues including a renewed emphasis on performance management and standardized discipline policies, employee development and knowledge transfer, ongoing evaluation of workplace rules, and implementation of workforce metrics to measure and analyze overtime utilization, absenteeism, appeals, payroll issues, and employee development needs.
We coordinate negotiation of collective bargaining agreements and develop viable and sustainable healthcare options. Employee programs include training, wellness and diversity.
We provide residents and employees with a means to have discrimination cases heard and resolved through investigation, mediation, and appeals.
