Embracing the intersection of technology and education

Kim Gaskins

Kim Gaskins, a seasoned senior systems analyst, has devoted three decades to Miami-Dade County's Information Technology Department (ITD), where her commitment extends beyond the office to impactful volunteer work.

"Engaging with diverse communities, I've been able to dedicate my time to various service initiatives, while also taking the lead on impactful projects. Most notably, I've cultivated meaningful relationships with an exceptional team of individuals. This collaborative spirit defines my tenure at ITD," said Gaskins.

From her assignments with the traffic team, making sure court notices were properly generated and sent out on time, Gaskins progressed to overseeing projects and conducting analysis and design for department applications. 

"I worked with the team that pioneered the County's first document management system - the SPIRIT Calendar Workbench. This included an AI engine that placed traffic cases on the calendar, considering officer availability, judge schedules and workloads, courtroom availability and the rules governing the right to a speedy trial. Traffic case documentation became available to the judge at the press of a button," Gaskins explained. 

Since then, the IT team has successfully deployed electronic content management applications for more than 30 departments, resulting in substantial cost savings by reducing paper consumption and storage expenses. 

Currently, Gaskins leads a team developing an employee tracking and education application on the Microsoft Power Platform, supporting senior code officers in the Regulatory and Economic Resources department, and ensuring BORA employees in Miami-Dade County maintain current licensing and educational requirements.

"My volunteer work also brings me deep fulfillment and purpose," Gaskins added. "Serving as a mentor, I impart knowledge and guidance. Through hands-on efforts with organizations, such as Habitat for Humanity, I can contribute to building homes and fostering positive change in local communities."

Embracing the intersection of technology and education, Gaskins was involved with Technology Education and Literacy in Schools (TEALS), fostering learning and innovation in high school students. Through the United Way, she addresses critical social issues and has served as a leader for over 16 years.

"My trajectory has been marked by so many enriching experiences," Gaskins added. "I've weathered the challenges and witnessed the tangible impact of IT applications on the service delivered by our County."

ITD Director Margaret Brisbane added, "Kim is a phenomenal woman and has done so much in her professional and personal life. I'm genuinely pleased to celebrate her many accomplishments and 30-year milestone."

We work with departments to identify and assist with workforce issues including a renewed emphasis on performance management and standardized discipline policies, employee development and knowledge transfer, ongoing evaluation of workplace rules, and implementation of workforce metrics to measure and analyze overtime utilization, absenteeism, appeals, payroll issues, and employee development needs.

We coordinate negotiation of collective bargaining agreements and develop viable and sustainable healthcare options. Employee programs include training, wellness and diversity.

We provide residents and employees with a means to have discrimination cases heard and resolved through investigation, mediation, and appeals.
