Addressing the housing needs of our community

Sometimes you travel the world to find your way back home, just where you are supposed to be. Simona Marlow-Green is Chief of the Human Resources Division at the Public Housing and Community Development Department (PHCD). Born and raised in Miami, she attended Miami Palmetto Senior High and the University of Miami.

Marlow-Green joined the Institute for Defense and Disarmament Studies in Boston and then lived in Italy for several months before returning to the U.S. But, it was with the U.S. Corps of Engineering that she cemented her love for public service and engagement.

“I’m actually an introvert and really shy,” Marlow-Green said. “I was hired at the Elections Department in 2006 as a trainer. That’s how I found my voice and passion for teaching others.” 

“It felt great to get people excited about voting. I had to train 6,000 poll workers. Definitely something I will never forget.”

Afterwards, Marlow-Green became immersed in developing surveys with the Government Information Center (GIC), now the Communications and Community Engagement Department (CCED). “ I was able to work behind the scenes to help departments improve customer service,” she explained.

“In 2010, I was hired by PHCD. This has become my home,” Marlow-Green said. “With the housing crisis, our group has been on the front lines working with local, state and federal groups to address the needs of our community.”

“Every single employee at PHCD is focused on this goal. We each feel an enormous responsibility and have a role with ensuring residents have a safe place to live and a sound roof over their heads.”

Marlow-Green credits her parents with instilling in her a sense of community and service. She is someone who answers her calls and emails with true compassion and wants to be sure our employees and residents have their questions answered and problems resolved. 

“Sometimes it feels like a lot of responsibility but where there is purpose, you can stay focused and provide your best. Our community expects and deserves nothing less.”

Marlow-Green has taken up hiking to recharge and clear her mind from time to time. In addition to visiting Colorado, she enjoys nature in North Carolina. She also still enjoys playing the cello from her days as a musician. 

She mentions how energizing both cortaditos and venti lattes are and how these help her work through long days. Ultimately though, it’s time with her husband and fur baby that keeps her balanced, completes her world and brings her back home, just where she wants to be.

About Us

We work with departments to identify and assist with workforce issues including a renewed emphasis on performance management and standardized discipline policies, employee development and knowledge transfer, ongoing evaluation of workplace rules, and implementation of workforce metrics to measure and analyze overtime utilization, absenteeism, appeals, payroll issues, and employee development needs.

We coordinate negotiation of collective bargaining agreements and develop viable and sustainable healthcare options. Employee programs include training, wellness and diversity.

We provide residents and employees with a means to have discrimination cases heard and resolved through investigation, mediation, and appeals.
