Embracing diversity for stronger innovation
Our world is forever changing and evolving. Having a diverse team with different backgrounds and perspectives contributes to stronger ideas. That’s how Marsel Fakhrutdinov, Senior Professional Engineer at Department of Regulatory and Economic Resources (RER) thinks about his group in the Water Control Section of the Division of Environmental Resources Management (DERM).
Originally from Russia, Fakhrutdinov started with the County in 2017. He speaks proudly about his talented team of professionals and how they approach their work and serving the community.
“Our working philosophy is to stay approachable and be available to our constituents,” he said. “That proves essential in handling any concerns and providing excellent customer service. We take the time to explain what works or doesn’t and provide clear directions, explaining regulatory requirements to ensure compliance with the Code requirements and issuance of permits in a timely manner. That is important to us all. It avoids rework and wasted time. Builders appreciate being able to stay on schedule.”
“We are about results and everyone works together,” he added. “The cooperative environment helps everyone come together to provide the best outcomes.”
Fakhrutdinov and his team were recently commended by a local construction group who described them as professional and responsive. They felt the interaction with the County kept their timeline in check and demonstrated consideration of the costs involved with a major housing project.
The group is a part of DERM staff working on a revision of Chapter 24 of the Code of Miami-Dade County that will substantially revise the requirements for stormwater management. The Code will be updated to provide adequate flood and water quality protection in the light of climate change the potential increase of precipitation, sea level rise and elevation of groundwater levels. Additional considerations will be made to account for the population and density growth experienced in South Florida as well as new technology. The Water Control Section is responsible for maintaining public safety and works closely with other groups like the South Florida Water Management District to provide the required level of flood protection and guide development.
“Our work involves a broad spectrum of important tasks that include coordinating all aspects related to diverse and complex water management regulatory programs, water quality of existing and proposed stormwater discharges to surface waters, flood control and so much more,” Fakhrutdinov explained. “Stormwater management is essential in preserving the health of Miami-Dade County water bodies, interconnected with protecting and managing water supply sources and wastewater management. It’s “One Miami-Dade County - One Water.”

When not at work, Fakhrutdinov enjoys the nature he works to protect. He loves the mountains and hiking. He also wants to continue his self-development and be a true citizen of the world. He traveled to Bangladesh and worked pro bono on collaborative efforts to improve the local drainage system. He said he learned a lot and wants to go back to provide more support and really make a difference.
Right now, however, he is enjoying his six-month-old son and possibly a few sleepless nights. After all, it’s all about balancing priorities and appreciating each moment.
