Implementation of Architectural and Engineering (A&E) and Design-Build Procurements Using INFORMS

On June 1, 2022, the Architectural & Engineering Unit began using INFORMS, an electronic web-based bidding system, to manage procurement activities for A&E and Design-Build projects. The INFORMS tool allows for advertisement of solicitations, management of requests for information (RFI), and submittal of proposals.

The A&E Unit has hosted public workshops introducing INFORMS to the Architectural & Engineering professional services community.

Architectural and Engineering Services

The Strategic Procurement Department is responsible for the procurement of architectural, engineering, landscape architecture, land surveying and mapping services, including design-build and construction manager at risk services for Miami-Dade County in accordance with the guidelines established by Administrative Order 3-39: Standard Process for Construction of Capital Improvements, Acquisition of Professional Services, Construction Contracting, Change Orders and Reporting. 

Solicitation notifications are forwarded electronically to all consultants who are pre-qualified with Miami-Dade County and have included an e-mail address in their vendor registration form and forwarded to those that have vendor enrolled online. The solicitation documents may be obtained online. Additionally, all A&E solicitations are advertised in County’s Legal Ad & Public Notice.

Proposers are advised to carefully follow the format and instructions outlined in the solicitation documents.

Pre-Qualification Certification

Pursuant to Miami-Dade County Administrative Order 3-39, all firms that provide architectural, engineering, landscape architecture, and/or land surveying and mapping professional services are required to obtain Pre-Qualification Certification prior to responding to any solicitations requiring any of the above noted professional services.

Pre-qualification Certification/Technical Certification

Pursuant to Miami-Dade County Administrative Order 3-39, all firms that provide architectural, engineering, landscape architecture, and/or land surveying and mapping professional services are required to obtain Technical Certification approval prior to responding to any solicitations requiring any of the above noted professional services.

Equitable Distribution Program

The Equitable Distribution Program establishes a pool of architects, landscape architects and engineers available to County departments for professional services on miscellaneous type capital projects. The selection process is based on a centralized electronic rotation, which facilitates the equitable distribution of services.
