Bruce Libhaber, Section Head

The Transit and Mobility Section provides advice and counsel to the Board of County Commissioners, the Mayor, and the Department of Transportation and Public Works ("DTPW") on legal matters relating to the County's transit system, which includes, among other things: Metrorail - the largest heavy rail train system in Florida, and the tenth largest in the nation; Metromover - an automated people mover system operating in downtown Miami and adjacent areas; Metrobus - which operates a fleet of over 800 buses traversing more than 90 routes connecting all parts of Miami-Dade and portions of Broward and Monroe Counties; transit-oriented developments, which are multi-million-dollar construction and long-term lease agreements for mixed-use (e.g., office, commercial, and residential) developments at or near Metrorail or major bus stations; and the procurement of goods and services for the design, construction, and operation of the County's Metrorail system, Metromover, roads, bridges, and pedestrian and bicycle paths. The section also prepares transportation-related legislation for the County Commission's consideration, and litigates matters arising from, among other things, contractual disputes or relating to the powers of the County arising from federal law, state law, the Home Rule Charter, or the County Code.

We also represent and advise the Miami-Dade Transportation Planning Organization ("TPO"), formerly called the Metropolitan Planning Organization for the Miami Urbanized Area, a 25-member board charged with the regional transportation planning decisions for Miami-Dade County, the most populous county in Florida and the seventh-most populous county in the United States. The section provides legal review and advice to the TPO on an array of legal matters, including the 20-year Long Range Transportation Plan. Additionally, our attorneys represent and advise the Citizens' Independent Transportation Trust ("CITT"), a 15-member body created to monitor and oversee the People's Transportation Plan funded with a 1/2 penny Charter County Transportation Sales Surtax.
