Jorge Martinez-Esteve is Division Chief of the Litigation Division, overseeing the representation of Miami-Dade County before state and federal courts, and administrative agencies. With over two decades of experience, Jorge has an extensive litigation background, having tried numerous bench and jury trials since becoming a member of the Florida Bar. Jorge's professionalism and trial expertise have earned him board certification in Civil Trial Law from the Florida Bar.
Jorge is also Section Head of the Taxation and Bankruptcy Section, providing legal advice and representation to the government of Miami-Dade County regarding the imposition and collection of taxes, special assessments, and fees, and overseeing several attorneys specializing in complex commercial litigation defending the County's tax rolls and collection practices.
Since joining the County Attorney's Office, Jorge has had a diverse legal practice, touching on numerous areas of law impacting the County, including eminent domain, federal litigation, real estate, tort liability, and medical malpractice, and he has consistently secured favorable jury verdicts in both state and federal court. Jorge also has experience in bid protests and real estate transactional work for the County, including the acquisition of a County domestic violence shelter and a multi-million park-and-ride station for Miami-Dade Transit.
Beyond the courtroom, Jorge has lectured in the fields of trial practice, eminent domain, and property taxation. He has also served as an adjunct faculty member at the University of Miami School of Law, Saint Thomas University College of Law, and Florida International University.
