Steve Bass has served as chief counsel to the PortMiami since 1990, having also served in the commercial litigation, transportation, and tort sections of the office.
As chief counsel to the PortMiami, Steve represents the County's Seaport Department in a broad variety of transactional, administrative and litigation matters and appeals, from construction and commercial litigation, to bankruptcy and antitrust, to administrative and constitutional law.
Steve has extensive commercial and construction litigation background, having served as lead counsel in numerous multi-million dollar commercial and construction cases, in state and federal courts and before administrative agencies, involving such projects as the development of a County owned cogeneration power plant, construction of the County's Police Headquarters Complex, a prior expansion of the People Mover System, and the dredging of PortMiami's channels, among others.
He also has extensive transactional experience, having negotiated various types of contracts, leases, and cruise and cargo terminal agreements, and served as lead counsel in the negotiation of the American Airlines Arena development contracts.
