David Murray joined the County Attorney’s Office in 1999. Dave currently serves as the lead attorney for the Aviation Division of the County Attorney’s Office, and is stationed at Miami International Airport. Dave previously served as the lead attorney for the Miami-Dade County Water and Sewer Department. Dave is experienced as a litigator and as a transactional lawyer.
As a litigator, Dave has litigated in federal and state court. He has also litigated under both the Florida and Federal Administrative Procedures Act, and has successfully defended Federal Aviation Administration Part 16 complaints. Dave has also handled numerous appeals.
Dave is also an experienced transactional lawyer. Dave has handled numerous procurements through bidding to award, including multi-million dollar construction contracts. Dave drafted the construction documents for work related to upgrades at the South District Wastewater Facility, valued at over five hundred million dollars. Dave has also served as the principal lawyer for the ongoing construction work at Miami International Airport’s North Terminal, a 2.5 billion dollar construction project, and in that capacity has advised the County on its contractual rights as related to contractor claims, quality of work issues, and change orders.
