The Board of County Commissioners established the Biscayne Bay Shoreline Development Review Committee, declaring that it is in the public interest to provide a unified management system for the Biscayne Bay shoreline area that will preserve the natural, recreational and aesthetic values of the Biscayne Bay area.

The Developmental Impact Committee (DIC) consists of representatives from different County Departments that review and make recommendations regarding many large-scale zoning actions.

Ten Community Councils represent Miami-Dade County's unincorporated areas. The Councils make local zoning and land use decisions and serve as advisory liaisons to the Board of County Commissioners and County staff.
