Zoning Overview
The use of property in unincorporated Miami-Dade County is regulated by the County's Zoning Code.
Site-specific zoning data for properties in unincorporated Miami-Dade County is maintained by the Zoning section. Information available includes: the zoning of the site, the uses permitted within that zone and development parameters, such as the minimum lot size, the maximum density, the required setbacks from property lines, the maximum lot coverage and floor area ratio, the maximum height, parking and green area requirements.
The Zoning section also administers the County's zoning approval process.
Community Councils
Community Councils were primarily created to make zoning and land use decisions in a setting more accessible to the community. Community Councils also serve as advisory liaisons from their communities to the Board of County Commissioners and County staff, relaying relevant information and recommendations on selected concerns of the council area.
Landscape Code
In May 2009, the Miami-Dade Board of County Commissioners amended landscape regulations to incorporate Florida Friendly Principles and stricter water-efficiency measures for homes, common areas and rights-of-way.
Zoning Appeals
Certain Community Zoning Appeals Board decisions on items such as Zone Changes, certain Use Variances and Appeals of Administrative Decision are appealable to the Board of County Commissioners.

Zoning Hearings
A Zoning Hearing is required when a property owner or lessee desires to change the use of land. Appointments are required to file or pre-file applications for public zoning hearings. Zoning Hearings are required to approve the use of land or structure proposals and development plans that are disapproved by staff. Call 305-375-2640 to schedule your appointment.
Zoning Impact Fees
Impact fees are required to be paid prior to the issuance of any building permit for development activity within Miami-Dade County. No building permit may be issued until all required impact fees are paid in full.
Zoning Pre-Application Process
As part of its efforts to improve the development review process, the Regulatory and Economic Resources Department's Development Services Division has been working on the establishment of a new pre-application process and on a streamlined schedule for County agencies’ review and comment.
