The Aviation Section provides advice and counsel to the County on all matters related to the Miami-Dade County Airport System which consists of Miami International Airport and four general aviation airports: Opa-Locka Executive Airport, Miami Executive Airport, Homestead General Aviation Airport, and the Transition and Training Airport in Collier County. Miami International Airport is the largest international freight and passenger airport in the United States, serving over 90 airlines, and employing over 25,000 employees.
Our attorneys provide legal assistance to all areas of the County's aviation operations including the preparation, review, and negotiation of: contracts for the development of airport property and facilities, many of which exceed $100,000,000; contracts for Miami International Airport's concession program; airline use agreements; and contracts with the various transportation providers and cargo handlers. Additionally, we provide guidance on how best to comply with the regulations imposed on the airport system by the Federal Aviation Administration, Transportation Security Agency, U.S. Customs and Border Protection, and U.S. Border Patrol. We also litigate to defend or advance the interests of the airport system, including complex regulatory, preemption, procurement, and construction matters. Our attorneys have litigated such matters in state and federal court, as well as in state and federal administrative proceedings. Finally, we provide direct support to the Board of County Commissioners by, among other things, drafting, interpreting, and defending legislative enactments adopted by the Commission.
