The Citizens' Independent Transportation Trust (Transportation Trust) is the 15-member body created to oversee the People's Transportation Plan funded with the half-penny sales surtax.

Become a CITT Ambassador

Do you regularly ride public transportation and are interested in helping to improve the service? If so, apply to become a volunteer Ambassador with the Citizens’ Independent Transportation Trust (CITT).  As a CITT Ambassador you will have an opportunity to share regular feedback about your experiences and participate in focus groups in exchange for rewards.

Infrastructure Investment and Jobs Act (IIJA) of 2021


On November 5, 2021, the U.S. House of Representatives, with bipartisan support, passed the $1 trillion Infrastructure Investment and Jobs Act (IIJA) of 2021. On August 10, 2021, the This bill passed the U.S. Senate also with support from both parties on August 10, 2021.

Strategic Miami Area Rapid Transit (SMART) Plan

The Strategic Miami Area Rapid Transit (SMART) Plan was developed by Miami-Dade County and the Miami-Dade Transportation Planning Organization (TPO). It was adopted by the TPO Governing Board on April 21, 2016. The SMART Plan intends to advance six of the People's Transportation Plan rapid transit corridors, along with a network system of Bus Express Rapid Transit (BERT) service, in order to implement mass transit projects in Miami-Dade County.

Apply to Join the Transportation Trust

The Transportation Trust is looking for qualified, engaged citizens of good character who possess the interest, experience and insight needed to make informed decisions that will contribute to the development of a comprehensive and well-coordinated transportation system in Miami-Dade County.

As an active volunteer of the Transportation Trust, you will review contracts requesting People's Transportation Plan (PTP) funding, monitor the progress of Surtax-funded road and transit projects, and monitor the PTP Municipal Transportation Program.
