Member Biographies
Javier A. Betancourt, AICP, Executive Director
Javier A. Betancourt serves as Executive Director of the Citizens’ Independent Transportation Trust (CITT), an independent agency of Miami-Dade County charged with oversight of the “half penny” transportation surtax and implementation of the associated People’s Transportation Plan.
David Marin
David Marin is an accomplished public policy and community relations professional with over 20 years of experience driving legislative and public policy initiatives.
Harry Hoffman
Harry Hoffman, is a seasoned business and academic leader with more than 34 years of experience across various industries, including finance, education, and government. He represents Miami-Dade County District 11 on the Transportation Trust.
Kenneth M. Kilpatrick
Kenneth M. Kilpatrick is a veteran community leader and program executive with a wealth of knowledge in community development, community organizing, site residential affairs and safety strategies, LURA (Land Use Restriction Agreements) compliance and court-related pre-trial release and juvenile intervention programs on behalf of the 11th Judicial Circuit of Florida.
Mary Street
Mary Street is an attorney in the Miami office of Foley Mansfield, PLLP. In 2021, she was appointed to the CITT to represent District 5 on the Trust. She currently serves as CITT's First Vice Chair.
Meg Daly
Meg Daly is a full-time volunteer founder and President of Friends of The Underline, a 501(c)3 non-profit organization leading the initiative to transform the underutilized land below Miami's Metrorail into a 120-ac.
Miguel Murphy
Miguel Murphy is the Executive Director of Enrollment Management at Miami Dade College, where he has worked with students and student groups for more than two decades in recruitment, orientation, training and planning. Mr. Murphy is an avid transit rider who will represent Miami-Dade County's District 1 on the Transportation Trust.
Omar Bradford
Mr. Bradford practices law with the firm of Genovese Joblove & Battista, P.A., in the areas of business litigation; business transactions; sports and entertainment; labor and employment; land use and real estate. Bradford earned his law degree from the University of Miami School of Law and is an active member of the American Bar Association, American Bankruptcy Institute and the Dade County Bar Association Young Lawyers Division.
Mr. Bradford represents Miami-Dade County's District 2 on the Transportation Trust.
Paul J. Schwiep, Esq
Paul J. Schwiep is a shareholder with the law firm of Coffey Burlington in Miami, where his practice focuses on business and class action disputes in federal and state court. After graduating first in his class from law school, Mr. Schwiep served as law clerk for the Honorable H. Theodore Milburn of the United States Court of Appeals for the Sixth Circuit.
Hon. Peggy Bell
Hon. Peggy Bell played an important role in shaping the Town of Cutler Bay. She served on the first Town Council in 2006 and was re-elected in 2010, serving as a council member until 2014. In 2021, she was appointed to CITT to represent District 8 on the Trust. She currently serves as CITT's Second Vice Chair.
Qjuezari Harvey
A native of Miami, Florida, Qjuezari Harvey grew up in South Florida and attended Nova Southeastern University where she earned a Bachelor of Science degree, specializing in Management. In addition, Ms. Harvey is a licensed real estate agent with a great interest in helping her community.
Ms. Harvey has been appointed to represent Miami-Dade County Commission District 3 on the Trust.
Robert Ruano
Robert Ruano is the President of Ecostrata Services based in Coral Gables. Mr. Ruano represents Miami-Dade County District 6 on the Trust.
Robert Wolfarth
Robert Wolfarth was appointed in 2019 to serve on the District 4 seat of the Citizens’ Independent Transportation Trust (CITT). He currently serves as Chair of the CITT.
